MTSA (Deniz Taşımacılığı Güvenlik Yasası), Sahil Güvenliğin yabancı limanlardaki terörle mücadele önlemlerinin etkinliğini değerlendirmesini zorunlu kıldı ve yeterli terörle mücadele önlemlerini uygulamayan ülkelerden ABD'ye gelen gemilere giriş koşulları uygulanmasını öngördü.
