La MTSA (Ley de Seguridad del Transporte Marítimo) ordenó que la Guardia Costera evalúe la efectividad de las medidas antiterroristas en puertos extranjeros y previó la imposición de condiciones de entrada a los buques que lleguen a los EE. UU. desde países que no mantienen medidas antiterroristas adecuadas.
